Yes: 18-digit uses positions 7-14; 15-digit uses 7-12 with an automatic 19-century prefix.
What happens to invalid numbers?
Numbers with malformed date segments are skipped; only parseable birthdays are output.

No, all parsing runs locally; ID numbers never touch the network.
